The Importance of "AI Sovereignty" for Enterprises: From the Perspectives of Geopolitical Risk and Avoiding Vendor Lock-in

As generative AI becomes a foundation for business operations, the question of how much control companies have over the data, infrastructure, and operational mechanisms that support their AI has emerged. In response, the concept of "AI sovereignty"—referring to a state where nations and enterprises maintain control over their data, infrastructure, and models, allowing them to select and operate them according to their own will—is gaining attention.

There are four primary perspectives driving the demand for AI sovereignty.

First, with the global expansion of cloud services, it is becoming difficult in some cases to identify where company data is stored and which legal systems apply. Second, requirements for managing confidential information are becoming stricter in fields such as finance and healthcare. Third, as the use of generative AI advances, the opportunities to input critical data increase, expanding the scope of risk management across the entire enterprise. Fourth is geopolitical risk.

An instance where Anthropic's AI models, "Claude Fable 5" and "Claude Mythos 5," saw their use restricted outside the United States due to U.S. government export controls demonstrated that the terms of use for AI services can change due to reasons such as national security.

For enterprises, AI sovereignty does not necessarily mean developing all systems in-house or avoiding the use of the cloud. The essence lies in avoiding excessive dependence on specific vendors or technologies and maintaining flexible options in the face of future environmental changes. It is increasingly being positioned as a management decision to maintain competitiveness and avoid issues such as costly vendor lock-in that may occur after AI utilization has become fully established.
