On 2026-09-03, Tesla announced the launch of its robotaxi service using the Cybercab in Austin, Texas.
The Cybercab is a fully autonomous electric vehicle that lacks a steering wheel and pedals. The vehicle can accommodate two passengers, features a gold body color, and utilizes butterfly doors.
In response, the National Highway Traffic Safety Administration (NHTSA) of the U.S. Department of Transportation announced on September 4 that it is initiating an audit inquiry to verify whether the Cybercab complies with Federal Motor Vehicle Safety Standards (FMVSS).
Vehicle certification in the United States follows a self-certification system, where manufacturers declare compliance with standards under their own responsibility. The NHTSA has the authority to conduct its own investigations if there is suspicion that a certified vehicle does not meet these standards.
In this investigation, the NHTSA is expected to evaluate the basis upon which Tesla determined that certain standards do not apply to a vehicle without a steering wheel, as well as the technical processes involved.
The Trump administration is moving forward with a review of FMVSS to promote innovation, and there have been indications that regulations may be relaxed. It remains unclear how this investigation will impact the expansion of Cybercab services.
