Huang, alongside companies such as Google, OpenAI, and Meta, argues that the United States should not restrict open models "prematurely." He stated that open models are essential for the growth of AI.
Open models are those that allow access to weights and code, enabling users to run and modify them locally. In contrast, closed models are provided by specific companies via the cloud or APIs, with their weights kept private.
Open models from China, such as DeepSeek, became a point of contention for U.S. AI companies last year because they are free, available for local use, and provide services similar to those of OpenAI. Last week, it was reported that the Trump administration had been considering a ban on Chinese AI models for cybersecurity reasons.
The conflict between closed and open models also represents a digital proxy war between U.S. and non-U.S. AI. The U.S. seeks leadership in AI, and sharing the methods for building world-class models is seen as a potential risk to U.S. hegemony.
In an open letter published by Microsoft, it is argued that open-weight models strengthen competition and "broaden access to the AI economy." AMD, Cloudflare, Google, GitHub, IBM, Hugging Face, LM Studio, Meta, OpenAI, and Nvidia have signed this request.
